All ATF's can issue COD's if they cant then you could be breaking the law. Under the End-of-Life Vehicles Regulations 2003, passenger-carrying vehicles and light-goods vehicles weighing up to 3500kg, and three-wheel motor vehicles (not motor trikes), can only be scrapped at Authorised Treatment Facilities (ATFs).
